山西省S市作为自然能源较丰富的地区，以能源开采及深度开发为主导型就业模式，面对S市产业形式单一的特点以及日趋复杂严峻的就业形势，S市失业人员再就业政策完善是亟待解决的问题。以S市为案例研究并结合史密斯政策执行模型理论，运用文献研究、调查问卷等方法，从政策制定、实施主体、目标群体、执行环境四个维度对S市失业人员再就业政策及其执行进行了探讨。通过对S市失业人员再就业政策执行情况分析，进而发现S市再就业政策及其执行过程中所存在的各种问题。最后，据此提出相应的解决对策，并希望这些措施能够为我国广大失业人员再就业提供经验借鉴。

As an area rich in natural energy, S City of Shanxi Province takes energy exploitation and in-depth development as the leading employment mode. Facing the single characteristics of S City's industrial form and the increasingly complex and severe employment situation, the improvement of the re-employment policy of the unemployed in S City is an urgent problem to be solved. Taking S City as a case study and combining with Smith's policy implementation model theory, this paper discusses the re-employment policy and its implementation of the unemployed in S City from four dimensions of policy formulation, implementation subject, target group and implementation environment by means of literature research and questionnaire. Through the analysis of the implementation of the re-employment policy of the unemployed in S City, this paper further finds out the various problems existing in the re-employment policy of S City and its implementation process, and finally puts forward corresponding solutions and hopes that these measures can provide some experience for the re-employment of the unemployed in our country.
