人口老龄化背景下，居家养老成为我国基层治理现代化的重要内容。研究借鉴中观经济学的政府超前引领理论，提出了党建超前引领居家养老服务资源聚合的分析框架，以M社区“党建+养老”的居家养老服务实践为例，探索其党建引领下的居家养老服务资源聚合机制。研究认为，居家养老服务资源聚合作为党组织与市场交叉领域的“准经营性资源”,党建对其发挥着参与、调配和维序的引领作用，推动其区域优势形成、统合协同能力提升和规范性发展。M社区的经验显示，充分发挥党建对居家养老服务资源聚合的引领作用，要从党建赋能服务、需求供给融合、提升治理温度三方面打通居家养老服务资源聚合路径。

In the context of the aging population, home care for the elderly has become a crucial aspect of China's grass-roots management modernization. Based on the government's advanced guidance theory in Mesoeconomics, this study proposes an analytical framework for aggregating home care service resources under the proactive Party leadership. Using the example of “Party building + elderly care” service practice in M community, the study explores the aggregation mechanism of home care service resources under Party building guidance. The research suggests that as a “quasi-operational resource” at the intersection of party organizations and the market, home care service resources are led by Party building in participation, deployment, and maintaining order. This leadership promotes regional advantages, integration and coordination abilities improvement, and normative development. The experience of M community demonstrates that fully leveraging Party building's leading role in aggregating home care service resources requires opening up three pathways: enabling services through Party building, integrating demand and supply, and enhancing governance effectiveness.
